The problem of the Kurdistani territories outside the Kurdistan Region government authority, created during the Ba'athist regime, was introduced in new Iraq after the fall of the Ba'athist regime in 2003 as the issue of "disputed areas", and a legal solution and a specific period of time were established to resolve the issue in Iraq's permanent constitution. But so far (October 2021) the constitutional solution has not been fully implemented.  Makhmur district, although practically separated in 1991 from the "No Fly Zone under resolution 688 of the United Nations".  Makhmur formally separated from Erbil province by the Ba'athist regime in 1996 and annexed to Nineveh province. After the fall of the Ba'athist regime in 2003, the problem in Makhmur district became part of the issue of "disputed areas" and the fate of the district depended on the general solution to the issue.


In the first and second part of this research, objectively examines the causes, factors and motivations of the problem of secession of the areas in general and the District of Makhmur in particular, and the stages, developments and outcomes are explained in detail. The characteristics of the Makhmur district problem, as part of the issue of "disputed areas", which are generally an important and fateful issue, are being investigated and analyzed in the third part, as well as the time and method of separating the region's differences. In other similar areas, it will be explained, and a special way of solving the makhmur district problem has been proposed as a beginning to begin by completing the resolution of the "disputed areas" issue under the constitution and in general in this section.  And at the end of the study, the results and recommendations will be presented.
